Can the checkout process be customized?

Can the standard checkout be customized?  Our store is preparing to move its site from the osCommerce platform to aspdotnetstorefront, and the last hurdle is figuring out how to provide a simple and effective checkout process.  We make regularly scheduled weekly deliveries to all the area schools, and a majority of our online orders are from individuals who are ordering music products that are to be delivered to their child at a specific school.  

Specifically, I want to do two things to the checkout process:

1. Provide a dropdown list of pre-entered shipping addresses on the shipping screen.  We want our customers to be able to easily select their local school (without them having to enter the school name and find out the street address/city/state/zip for that school).

2. Make the order notes field appear on the shipping page instead of the initial checkout page. When customers opt to order items and use our school delivery method, we need to also collect the name of the student to whom the items should be delivered. It seems the easiest way to collect this information would be to use the existing order notes box.

I've looked at the smart one-page checkout, but do not like the way that it functions, so I'm hoping to tweak the standard checkout.

Both of those modifications could be done.  

There's an AppConfig called 'AllowAddressChangeOnCheckoutShipping' that already shows a dropdown of addresses on the shipping page.  You could change the source of that dropdown from the current customer's addresses to the list you want to show.  Keep in mind though that a lot of address functionality is built around looking up addresses by the current customer, so once they'd chosen an address you'd have to make a copy of that address under their account (or customize a lot of other functionality).

Moving order notes wouldn't be hard at all - just find the existing logic on shoppingcart.aspx and move it.
