Shipping option not working on specific customer level

I have one of my customer levels set for free shipping.  When that level customer goes to check out, there is just the one shippimg option "USPS Priority Mail: 2 to 3 days once the order is shipped-Please allow 2 wks for delivery. $0.00"  It shows 0 for shipping which would be correct, however,  for some reason once they choose that radial button they get a message that they need to complete all fields and the one that is highlighted in red is the shipping via option.  They cannot seem to get past this no matter how many times they try.

The shipping option works perfectly fine for my other customer level.

If anyone can help it would be appreciated.
